As the Executive Director for the Joint Regional
Intelligence Center it is my honor to welcome you to our website. The JRIC area of responsibility is a dynamic,
fast paced environment that challenges our team daily to meet our mandate
of protecting the homeland. JRIC covers
six counties; Los Angeles, Riverside, San Bernardino, Santa Barbara, San Luis
Obispo and Ventura to include nearly 40,000 square miles of territory, 16
million residents, and nearly 200 public safety agencies including law enforcement,
the fire service and public health agencies.
The diversity of threats faced in the JRIC are unlike those
faced by most other fusion centers in that most of the identified threat
targets are resident within the JRIC’s area responsibility. Whether it is the two major ports (Los
Angeles and Long Beach) in the country, several major airports, the
entertainment industry, the energy sector, tech industry or other critical
infrastructure crucial to our way of life.
To face the emerging and persistent threats in the JRIC AOR,
personnel publish information and intelligence to educate our thousands of
first responders, provide cutting edge training in subjects of continued
concern, provide critical infrastructure assessments and support complex
criminal investigations on behalf of the law enforcement agencies within the six
counties. The JRIC serves as the point of intake for suspicious activity
reporting and ensures reported information is directed to the responsible
agency in a timely manner.
The JRIC completes all these duties while recognizing and
protecting the civil rights, civil liberties and privacy of our communities. All JRIC personnel received continuous
training and daily supervision to ensure those rights and privacy are protected.
The threat environment is constantly changing but you can be
assured the dedicated JRIC team representing dozens of agencies are
working day and night to protect you and your families.
About the Director
John Stedman was appointed as the Executive Director of the
Joint Regional Intelligence Center (JRIC) on January 4, 2021. He brings more than thirty eight years of
varied law enforcement experience with the Los Angeles County Sheriff’s
Department (LASD) including intelligence, investigations, emergency management,
narcotics, and patrol operations. Director Stedman spent the final seventeen
years of his career specializing in the fields of Homeland Security and
Intelligence.
Director Stedman spent
four years as the commanding officer of the Sheriff’s Emergency Operations Bureau
with a focus on creating an intelligence driven response to the challenges of
emergency management. He was the driving
force for the creation of both the LASD Criminal Intelligence Bureau and the
24/7 Department Operations Center. As a
Commander in the LASD, he was selected by former Sheriff McDonnell to serve as
the Department’s national representative to the Major Cities Chiefs
Intelligence Commanders group, the Major County Sheriffs Intelligence
Commanders group, and the Department of Homeland Security’s State and Local
Intelligence Council.
Director Stedman
was also the Sheriff’s Department’s executive representative to the Los Angeles
Joint Terrorism Task Force, Area Maritime Security Committee and the JRIC
Governance Board where he served as the Chair in 2018. He was honorably retired from the LASD in
2019 as the Chief of Special Operations Division and received the Department’s
Distinguished Service Award. Director
Stedman has four adult children, two grandchildren and resides with his wife of
thirty four years in Orange County.
